Millcreek, Utah
About The Residences at Millcreek
The Residences at Millcreek is a 23-home, owner-occupied condominium community at 1285 East Villa Vista Avenue, steps from Millcreek Common, the city's new downtown center. It is designed to make homeownership attainable for working Utah families and first-time buyers.
Every home is a two-bedroom, two-bath residence of roughly 1,000 square feet, set in a five-story building with covered parking on the ground level and shared amenities including a club room, fitness area and common decks. All 23 homes are reserved for households earning no more than 80% of Salt Lake County's area median income, with that commitment recorded for at least 30 years.
Matt Malouf develops The Residences at Millcreek through Malouf Capital Partners, together with his partners in MC29 Development, LLC.
Millcreek, Utah: A Young City Focused on Housing
Millcreek incorporated as a city in 2016, making it one of the newest cities in the Salt Lake Valley, and it is now the twelfth-largest city in Utah by population. In a short time it has built a new City Hall and Millcreek Common, a city center with an ice rink and Utah's tallest climbing wall.
Rising home prices have made affordability a central issue, and the city has moved quickly to address it. Millcreek adopted its first general plan, Millcreek Together, with a moderate-income housing element; added affordable housing incentives to its land use code; and in 2024 adopted a standalone Moderate Income Housing Plan. The city now partners directly with developers and state and federal programs to bring attainable, owner-occupied homes to its city center.
A Milestone for Affordable Homeownership in Millcreek
The Residences at Millcreek is believed to be among the first affordable, for-sale housing communities to be built in Millcreek since the city incorporated. It is a partnership between the developer, Millcreek's Community Reinvestment Agency and Utah Housing Corporation.
- Rezoned and approved by the Millcreek City Council in 2026 under a recorded development agreement.
- Supported by the Millcreek Community Reinvestment Agency, with performance-based funding of up to $50,000 per home, released only as construction milestones are verified.
- Financed through Utah Housing Corporation and paired with the State of Utah's first-time homebuyer program, which provides $20,000 in down payment assistance per home.
- Homes are deed-restricted and owner-occupied, so they stay attainable for local families.
